Toggl pricing is easy to understand at first glance. It offers four plans, per-user pricing, and a free tier. However, costs can increase as your team needs more features. The cost depends on the features your team needs. Some features require a higher-tier plan or paid add-ons, while the free plan is limited to a small number of users.

This guide covers Toggl’s plans, features, limitations, and the annual cost of using Toggl with a 25-person team. This guide is aimed at managers who need to allocate a budget to Toggl.

A short note about naming conventions. Toggl now offers time tracking and planning capabilities together on the pricing page. Toggl Track is still available to its customers, so if you are among them, you will see your plan on your billing page.

Prices checked October 2026. Toggl can change them, so confirm on its pricing page before you buy.

Toggl Pricing at a Glance

PlanAnnual billingMonth-to-month

Starter$9/user/month$12/user/month
Premium$16/user/month$24/user/month

Annual billing saves 25% on Starter and 33.3% on Premium. Both paid plans start with a 30-day trial.

Look closely at the Premium monthly rate. It is $8 higher per user than the annual rate. For a team of 25, that gap is $2,400 a year. If you plan to stay, annual billing is the better deal.

What Each Toggl Plan Includes

Each tier builds on the one below it. Starter includes everything in the Free plan, plus additional tools for billing and team reporting. Premium includes all Starter features, along with advanced reporting and approval tools.

Free: $0

The Free plan covers personal tracking and simple planning:

  • Manual and real-time timers, plus focus mode
  • Google and Outlook calendar integrations
  • Tasks, boards and task estimates
  • Personal reports

The plan is free for a limited number of users. Toggl’s own FAQ says up to 3. That suits freelancers and very small teams. A manager with a real team will outgrow it fast, because team reports and billable rates start on the next tier.

Starter: $9 per User

Starter is built for teams that bill by the hour. It adds:

  • Billable rates
  • Timeline views, tags and milestones
  • Project estimates (Free gives you task estimates only)
  • PTO, public holidays and flexible working hours
  • Team reports, and a timeline you can filter by member or project

This plan fits small agencies and consultancies. You get billing and team visibility, but not approvals or profitability reports. Those wait at the next level.

Premium: $16 per User

Premium is where Toggl starts to answer margin questions. It adds:

  • Labor costs and profitability reports
  • Fixed fee projects
  • Project dashboards that compare estimates with actual time
  • Timesheet approvals
  • Data accuracy features
  • Jira and Asana integrations
  • Single sign-on (SSO)

Member pricing for projects begins here too. Choose Premium if you need to track project profitability and have managers approve timesheets before invoicing.

Enterprise: Custom

Enterprise pricing contains all the elements in Premium. It comes with customized onboarding, a customer success manager, custom solutions, custom roles, priority support, and multiple workspaces in one organization. You receive a quote from sales.

Toggl Add-Ons and Limits

Toggl offers two paid add-ons that can increase the cost of its paid plans.

Add-onPrice
Time Off Pro$2/user/month
Capacity Management$5/user/month annual, $6 monthly

Time Off Pro adds approval workflows, accrual balances, custom leave policies, team time-off visibility and an absence report. Without it, you can log paid time off on Starter and above, but you get no approvals or accruals.

Capacity Management shows workload further ahead than this week and this month. It also adds capacity by team, draft projects for work you have not won yet, and forecasting inside reports.

When Add-Ons Raise the Bill

Take Premium at $16 per user per month and add both extras: Time Off Pro at $2 and Capacity Management at $5 on annual billing. The total is $23 per user per month. For 25 people, that comes to $575 per month, or $6,900 per year.

Many teams need neither add-on. Calculate the total cost of your plan and add-ons before purchasing, rather than relying on the advertised plan price alone.

Limits Worth Knowing

Here are the main limits to consider before choosing a plan.

  • Free user limit: Toggl’s FAQ currently states a limit of 3 users.
  • Estimates: Estimates are available starting with the Starter plan. For the free plan, there are only task estimates.
  • Approvals: Approvals of timesheets require the premium plan.
  • Rates: Member rates at the project level and fixed fee projects require a premium.
  • No monitoring: According to Toggl, it doesn’t track its employees and doesn’t make screenshots. In addition, it doesn’t monitor keystrokes, browsing, or location. This will be fine in a culture where employees are trusted. But it will leave a hole in case you need to know what was done in those hours.
  • Payroll and chat: Toggl’s listed plans do not include built-in payroll, payments, or team chat.

What Toggl Really Costs for a 25-Person Team

A price per user hides the yearly total. Here is the bill for 25 users on annual billing, with WebWork next to it for reference.

PlanPer monthPer year
Toggl Starter$225$2,700
Toggl Premium$400$4,800
WebWork Pro$99.75$1,197
WebWork Plus$159.75$1,917
WebWork Premium$179.75$2,157

Annual billing, 25 users, before tax.

Month-to-month billing hurts more. Toggl Premium at $24 per user costs $600 a month for 25 people. That is $7,200 a year.

Now compare similar tiers. Toggl Starter against WebWork Pro is a $1,503 yearly gap. Toggl Premium against WebWork Premium is $2,643. At 100 users, that Premium gap passes $10,500 a year.

Which Toggl Plan for Which Team?

Free is suited for a solo freelancer or a team of two or three that uses timers and task lists.

The Starter plan suits small teams that bill clients by the hour. It includes billable rates and timeline views, but timesheet approvals require Premium.

The Premium plan suits teams that need project profitability reports, timesheet approvals, and single sign-on (SSO).

The Enterprise plan suits larger organizations that need personalized onboarding, dedicated support, and multiple workspaces.

Toggl may be a better fit for teams that need project planning and capacity management. Timelines, milestones, and capacity planning are its forte. Also, Toggl mentions SOC 2 Type II and ISO 27001 on its pricing page. If your procurement team requires the above, ask each vendor that makes the list for security documents.

WebWork’s Pro plan has its own limits. It stores screenshots for three months and allows up to three screenshots every 10 minutes. It also allows one active integration and keeps 30 days of chat history. Plus increases the screenshot limit to 10 every 10 minutes and extends screenshot storage to one year. It also includes unlimited integrations and chat history.

So the choice comes down to your team’s needs. Toggl suits teams focused on time tracking, client billing and project planning. WebWork is worth considering if you need employee monitoring software, attendance tracking and other workforce management features.

A 10-Minute Check Before You Buy

Run these four checks before you enter a card number.

  1. List your weekly reports. Write down the five reports your managers will actually open. Buy the plan that covers them.
  2. Price the full setup. Add every add-on you need, then compare the total with the next plan up.
  3. Compare billing cycles. A 25% to 33% gap between monthly and annual adds up fast.
  4. Test with your own team. Use the trial with real projects, not sample data.

Conclusion

Toggl pricing can make sense for teams that need time tracking, client billing, and project planning. However, costs increase when you need advanced features such as timesheet approvals, profitability reports, and capacity forecasting.

Before choosing a plan, list the features your team needs, calculate the total cost including add-ons, and compare it with other options. The right choice depends on your team’s requirements, not just the starting price.
